Admiral Donald Shore was a Starfleet Flag Officer stationed at Starbase 221 in the 2350's. Shore was the officer who met Captain Paul Edwards at Starbase 221 just after the arrival of the USS Montana in the 24th century. It was Shore's decision to assign Darius Locke as First Officer under Edwards and allow the USS Montana and her crew to maintain their Starfleet Commissions.
